try  to print pdf or word document and get the message printer not installed. completely uninstalled printer and reinstalled complete software and driver package.  attempted to set as default, will not set as default.  different things tried and get the message driver not installed.  found updates for driver will not allow me to download access forbidden message.  setting up wireless internet connection has two different ip addresses between computer and printer, this is done when letting the setup detect the ip address.

The description is lacking in detail - precise answer not possible.

 

That said, much can be done without you having provided the printer information or identity.

All of this is "self help", after all.

 

It sounds like the mystery printer is not actually being completely uninstalled.

Software, including printing software for HP and other brands of printers, typically falls into two categories:

 

Actual "software" that installs into Programs and Features

Applications that install into Settings > Apps > Apps and Features

 

Download and Save a copy of the software / application that you intend to use with the printer.

 

Software, that is, a "Full Driver" version of the printer software is typically found in the printer's website support pages.

 

HP Printer

 

In the case of an HP printer, open the homepage for the printer > then Category Software and Drivers

 

Application, in the case of an HP printer, AND if available for the printer: HP Smart for Windows

The application is available in the category OR from the Microsoft Store.

 

Full Feature Software might be listed under than name OR might be found in Category Software-Utility under the name "Print and Scan Driver and Accessories"

 

 

Uninstall the existing software and / or application

 

  • The first step is to uninstall the software / application from it's respective location (Programs or Apps)
  • Next, Restart the computer and log in
  • Next, Open Control Panel > icon view > Devices and Printers
  • If you find the offending printer still listed in Devices, Right-Click on the printer and Remove
  • If you have to use "Remove", then Restart the computer and log in

 

  • Open File Explorer
  • Navigate to the folder in which you saved the installation file  (likely Downloads)
  • Right-Click on the installation package and “Run as Administrator
  • Reminder:  If using Easy Start, select the Full Driver
  • After the software is installed, Restart the computer and log in

 

What else?

If the printer itself is stuck with an old IP address hanging around in it,

The best option is to set the printer back to network defaults and start over with the settings.

You can opt to set the printer IP as a static address

What else?

Permission errors come in lots of different kinds.

It is important to know the exact error so you can know what to do.

  • Run “Check for Updates” as many times as necessary to fully update Windows

 

What else?

 

Adobe Reader DC – Needed Whether You Use It or Not

If you have not done so,

Reinstall / Update your PDF Reader (Adobe Reader DC /Optional  Foxit Reader)

HINT:  Watch out for and UNCHECK unwanted extra software

 

NOTE:  Adobe Reader DC software should be installed even if you do not normally open / view / print PDF files directly from the Adobe Reader DC software.
