I'm having very similar issues with an HP 8620
When I upgraded to Win10 1903 the printer object disappeared, as did several other HP printer objects.
I first tried "adding a printer" it found the driver automatically and installed it but I could not print.
"error condition" with no details on what or why.
from the object properties it seemed the printer had been installed for IPV6 while the printer front panel
(and all other devices on the network were IPV4) I changed the port setting to the IPV4 address of the printer.
still no printing.
I uninstalled rebooted ran Printui /s and removed the drive
then tried to add the printer again this time it came back "no driver found"
I downloaded the latest driver from the HP site (dated 2015 ... bad omen) FN: OJ8620Basicx64_198
Installed it and while the install completed ... no printing

and tried the compatibility mode install listed above, but when I do that the only install option I get is USB-cable
no wifi or network install option ............
I'm not sure where to go next.

Doing further research I found note that Microsoft KB4522355 might address the issue.
I installed this update.
Tried to do a very clean removal of the installed driver by following the instructions in the second append on this page:
I rebooted and reinstalled the driver. the install went well but still errors out when I try to print.
This time it did install using the IPV4 address not an IPV6 address.
