On phone setting it says connected and so does on the app. I successfully printed documents off of my phone plenty of times. However a week later I’m unable to do so. I tried rebooting. Uninstalled and installed the app again, tried forgetting the WiFi again. Nothing works! App clearly says it is available. My phone is able to find the printer however is just stays on “contacting printer.”
with the phone setting and app which says it is connected, I still have the blue WiFi light flashing. It’s does not make sense to me.

Request you to follow the below troubleshooting steps
As the printer is working fine, let's try to update the iOS or Andriod
go to Settings > General > Software Update and update the iOSor Andriod.
Restart the phone.
Uninstall the HP smart app and reinstall the app.
Add the printer.
Try to print.
