Either I am totally misunderstanding the directions for connecting my Deskjet 3722 to the wireless network available through my cell phone's data, or it is not very clear what I'm supposed to do. I have even plugged the provided cord into a desktop to try to connect that way, and it is still not working.
I've subscribed to Instant Ink and need to connect the printer to the internet in order for the cartridges to work.
Any help would be appreciated!

Yes, the printer has to be connected to the internet for the Instant Ink service to work. HP does not recommend connecting the printer to a Hotspot. It may or may not work. Kindly connect the printer to a wireless router.
Connect the printer using the WPS method as shown in this document.

Thank you, Kumar. Unfortunately I don't have access to wired internet or WPS.
I am able to share my data to a desktop computer, into which the printer is plugged. But so far I can't figure out how to connect the printer that way, even though I did it when I first started using Instant Print. I cannot remember how I did it before.

If you do not have a wireless router, the Instant Ink service will not work. Mobile hotspot does not have much bandwidth to support printer communication, So it is not recommended to connect your printer using the mobile hotspot.
You may use a USB cable to connect the printer and the computer. However, Instant Ink will not work without an internet connection.
