Cannot connect to web services

Product: Hp envy pro 6400
Operating System: Microsoft Windows 10 (32-bit)

I am trying to connect to web services to access ink subscription service. I am connected to WiFi and info page says I have internet connection but info page says "unable to connect to Web Services" and I can't get a code.
