Operating System: Android 8.0 Oreo and older

I am trying to connect my phone to my printer without a WiFi connection.  Is this even possible?

Don't worry as I'll be glad to help, 

Use Wi-Fi Direct when a local wireless network is unavailable. HP printer setup (Wi-Fi Direct)

  1. Make sure paper is loaded in the main tray, and then turn on the printer.
  2. In Windows, search for and open Printers and scanners.
  3. Click Add a printer or scanner.
  4. Click Show Wi-Fi Direct printers.
  5. Select the option starting with DIRECT followed by your printer model.
  6. Click Add device.
