Problems with connecting to wifi

the blue wifi light flashing 

have re set wifi

HP Smart does not find printer

i I tried by entering the name of printer

i I have repeatedly truned of printer computer 

I have re set Hp Printer next to router

neither if these actions make any difference 

I have tried using zip Address still does not find printet

what else to do?
