I've recently moved flat and I'm using BT WiFi hotspot as my internet. I have a chromebook. I cannot connect to the printer. I've accessed support through HP support, but cannot solve the issue. Is it the hotspot that is the issue? I don't have a router,

Yes, you are right, The Hot Spot. We do not recommend Hotspots and they usually do not work as they are not stable.

What do you advise that I do instead? 

I have no other option but to use the hotspot.

I am afraid, there is any. Apart from using wifi with a router. However, you may try to contact phone support.
