Does the printer have the ability to use a 5GHz network?

No, your HP OfficeJet Pro 8710 does not have the ability to use a 5GHz network. Its internal wireless hardware is legacy 802.11b/g/n, which strictly limits its operation to the 2.4GHz network band only.
 
When AT&T Fiber is installed, the default AT&T Wi-Fi gateway uses a feature called "Band Steering". This groups both the 2.4GHz and 5GHz frequencies under a single, identical Wi-Fi network name (SSID). Because the frequencies are combined under one name, the older OfficeJet 8710 wireless module gets confused and fails to connect entirely.
 
How to Fix the AT&T Fiber Printing Issue:
 
You can get the printer back online by trying one of these solutions:
 
  • Separate the Wi-Fi Bands (Recommended): Log into your AT&T Smart Home Manager app or the gateway settings portal (typically 192.168.1.254). Access your Wi-Fi configuration and turn off band steering by giving the 2.4GHz and 5GHz networks different names (e.g., HomeNetwork and HomeNetwork_5G). Connect your printer strictly to the 2.4GHz name.
  • Use an Ethernet Cable: The OfficeJet Pro 8710 features a physical Ethernet port. Plug the printer directly into one of the yellow LAN ports on the back of your AT&T Wi-Fi gateway. This completely bypasses the 5GHz limitation, allowing all phones, laptops, and tablets on the 5GHz Wi-Fi network to seamlessly print to it.
  • Enable Wi-Fi Guest Network: If you do not want to change your primary Wi-Fi names, turn on the "Guest Network" in your AT&T settings. AT&T guest networks are locked to the 2.4GHz frequency by default. Connect the printer to this guest network, keeping in mind your computers/phones may also need to jump to the guest network when you want to print.
 
If you would like to go into the router settings to separate the bands, let me know the model number of your AT&T Gateway (e.g., BGW320 or BGW210). I can provide the exact steps to log in and edit the Wi-Fi settings.
