Start the software and try to connect via IP address 192.168.1.192
The response is: "Windows couldn't connect to the printer...."
The IP address was copy/pasted into MS Edge and it opened a nice page from the printer.
So, yes, it can connect.
The error message is insufficient.
It should state something like: Cannot get an internet connection. Or cannot ping the printer. Or printer responded with xxx expected yyy.
That IP is the default address.

What can I do to get it to connect?

When using MS Word and clt-P to print, it may take almost a minute to discover the printer and present the printing dialog. Then it can take another minute to decide that the printer is not working.
Over this local internet, that sufficient time about 100 Mega bytes of discussion between the computer and printer. A bit absurd.
Now the printer stopped working via the network and I had to move it to the computer room and plug in the USB cable.
It still would not work until I powered off both printer and computer, powered up printer and waited for it to be ready, then start the computer.
How can I get the message to the Hewlett-Packard people?

Welcome to the HP Support Community.
Let's restore the network settings on the Printer:
1. From the printer control panel, touch or swipe down the tab at the top of the screen to open the Dashboard, and then touch ( Setup ). 2. Touch Network Setup. 3. Touch Restore Network Settings. A message appears stating that the network defaults will be restored. 4. Touch Yes
Once done, connect the Printer back to the Wi-Fi.

What was done:
Touch screen and scroll to find Setup
Scroll to find Network Setup
Select Restore Defaults and wait for it to complete.
Perform the Wireless setup, 3 time before success.
Open the icon, says retrieving information.
Click Scan -> Scan a Document or Photo
Almost immediate reply: The HP LJM129M134 was not found.
Close
Go to the HP Smart app and select add printer
It does not show up.
The USB cable IS CONNECTED
Find the place to print network setup, find address 192.168.1.209
Enter that into the MS Edge Browser
It connected with information about the printer.
Back to HP smart and Printer isn’t listed
Continue to connect WiFi
Will not connect. Back at a screen to enter IP address
Enter the IP address, and it appears to be found.
But, there is no button / icon to seal the deal.
But it appears to have started working.
Accepted the button for automatic updates.
After a while, open the icon for the printer and clicked scan. It cannot find it.
Back to HP Smart. It shows the printer ready.
Click Scan
It wants me to create an account.
I don’t need an account to print or scan. HP does not need to know everything I print or scan.
Click Close
It returns to the main menu.
You, HP won’t let me scan documents without an HP account. That is REALLY BAD.
