Operating System: Microsoft Windows 10 (64-bit)

Printer IP address is 10.0.0.2 and is working OK on Windows 10, but on my Samsung cellphone HP Smart is not adding the printer no matter what I do. Interestingly the HP Print Service is active and has the printer being recognised at its correct IP address, but HP Smart just doesn't find it. If only it had a method of manual setup maybe it would recognise it.

Any ideas on how to fix this?

Also, considering the DHCP is dynamic and may change IP addresses randomly, how does one assure the printer connection will keep valid on the long run?
