This printer is the absolute worst. Insult to injury is paying the $5.99 a month for the 3-10 times I use a year in which it works less than 10% of the time without having to troubleshoot it or contact support. It fails to connect, fails to print portions or entire pages, says it's low on paper when it's not, wastes a TON of my paper and time. Just awful.

Short Answer
Consider donating the printer and replacing it with whatever suits your needs and lifestyle - OR - if you have a library in your community, ask whether they have a printer you can use on the rare occasions you need one.

That fee amount is not enough for a SmartFriend support contract, so perhaps you signed up for Instant Ink??
Instant Ink is optional, of course; the requirements can weigh on you if you are not using or needing the service.
What else?
True - once a printer is out of the box and set up, it requires regular use to maintain itself.
Until printers work without ink and require no maintenance to perform their tasks, regular use is required to keep the machine in working order.
Use the printer
Using the printer three to ten times a year is just not often enough to keep the printer in working order.
For example, Printer needs to print every week or two to keep the ink lines open.
True, too, sitting idle for months can mean the printer's connection to the network might be interrupted at some point and need a check before it is used the next time.
If the printer is switched off, the network connection might be OK when switched on (or not), it also means the printer ink and mechanics might not be ready to be used.
What to do?
You might consider cancelling what ever subscription(s) you are paying for a printer you do not use.
For Example, if you signed up for an optional Instant Ink service contract, cancel the service - you are not using the printer and there is no benefit.
