During setup I am directed to download and install the app, then going through setup on the app I get to a step that says to connect to the "HP-setup-..." wifi network. When I search for available wifi networks there is no network with a name resembling anything like that. The printer is on and the wifi icon is blinking.

Thanks for using the HP Support Community.
The printer only supports 2.4GHz network, so do ensure that the phone or PC is on 2.4GHz before attempting to use HP Smart to connect and setup the printer.

Hi,
Please also make sure there is no USB cable connected to the back of the printer, it will prevent Setup mode.
Once ensured, ensure the printer is ready with a solid power light (press cancel to wake it up from sleep), then press and hold the wireless button for about 20 seconds, till the Attention light starts BlinkList too, then release the button and allow the printer to restart and an HP-Setup SSID should now be shown.
