There have been many questions posted on how to fix this browser error when attempting to access the web interface of the HP Printer. All the proposed answers did not work because of either 1) The response was a standard scripted "shot gun" approach to solving a problem that didn't take into account the nature of the problem; 2) Did not fully understand the root cause and how to configure Window and Microsoft Edge Browser to accept the older SSL/TLS protocol security.
I found the solution (a workaround) on reddit:
Internet Properties in Windows 11 needs to be updated to accept the older protocol versions:
1) Go to "Start" in task bar and open.
2) Type in "Internet Options". The Internet Options in Control Panel should appear under Best Matches. Click on Open to launch Internet Options. A new window will appear with title Internet Properties.
3) Click on Advanced
4) Scroll down to almost the bottom of the list of options to find "Use SSL 3", "Use TLS 1.0", etc.
5) Select (put a check mark in the box next to) "Use SSL 3" and all those that begin with "Use TLS"
6) Click on OK to save.
Re-open Microsoft Edge. It should now display a message indicating that it is operating in Internet Explorer mode. If not, Microsoft has instructions for configuring Edge to operate as Internet Explorer mode which can be easily found on Google search.
Microsoft Edge will now accept the older SSL/TLS encryption protocol used by the older HP printers. Note: The browser is now accepting older encryption protocols which are discouraged.
Also - I found out that on HP 8600 printer, the reset to factory default option does NOT clear out address book and email smtp configuration.

I understand that you are seeing the error “ERR_SSL_VERSION_OR_CIPHER_MISMATCH” while trying to access certain websites.
Usually, we see this error when trying to access a website with an outdated security code. The browser tries to avoid connecting to these sites to protect your privacy.
For better clarity,
- Do you have any anti-virus application installed on your computer?
- Could you let us know the website that you are trying to access?
Although not recommended, for testing you may try the steps mentioned below:
- Press Windows key + R, in the Run window type inetcpl.cpl to open Internet Properties.
- On the Advanced tab, under Security, enable Use SSL 3.0 and Use TLS 1.0
- Try accessing the website from Internet Explorer.
It is possible the issue could be due to website’s certificate. However, let us try few steps.
Although you have checked the Date and Time settings, we can try to set the Time and Time Zone to automatic and run the Sync again.
- On your PC go to Start>Settings >Time & Language>Date & Time
- Toggle the switch to on for :
- Set time automatically
- Set time zone automatically.
- Click on Sync Now.
Add website to Trusted Sites:
- Press Windows key + R, in the Run window type inetcpl.cpl to open Internet Properties.
- Select the Security tab, choose Trusted sites and then select Sites. Add the site that you are trying to access(use https://).
- Click on OK.
- Try accessing the website through Internet Explorer. Although not advisable, if you see a prompt to “Continue to website” you can try it.
Change Connection settings:
- Press Windows key + R, in the Run window type inetcpl.cpl to open Internet Properties.
- Click on Connections tab.
- Under Local Area Network (LAN) settings, click on LAN Settings.
- Uncheck all the boxes except “Automatically detect settings”
- Click on OK twice.
- Try accessing the web pages.
Also, let us know:
- Are you connected to domain network?
- Are you using any VPN/Proxy service?
- Are you able to access the website on the same network from any other device?

You haven't taken the time to fully read and understand what was posted . This issue I reported was previously reported many times by other owners of older HP OfficeJet series printers, and many times the Agents who responded to the issue failed to understand the nature of the problem and in some cases simply replied with a canned scripted answer that had nothing to do with the issue. The proposed responses wasted my time and some of the responses would have incurred substantial changes to the PC without any assurance it would resolve the issue. I did some searching (Obviously not on HP Support!) and figured out the nature of the issue (i.e., The root cause of why the issue occurred) and what was needed as a temporary workaround to solve the issue. I decided to share that information on this community forum so that others, in the same situation, would not possibly waste their time reading responses that had little to do with resolving the issue.
