What Cable do I purchase to link to laptop or Phone so I can print?  Or can I use Mobile Hotspot on Phone to Print?

Don't worry as I'll be glad to help,

To get the answer to this question, the printer cannot be connected to a Hotspot connection. You will need a personal wireless router or use a USB cable.

 
Alternatively, you may use the Wifi-Direct option. Refer to - HP printer setup (Wi-Fi Direct)

Note: There will be no internet access on the device while using this feature.
