Yes, the IP address could be already assigned or being used elsewhere on your network.
Fortunately, IP address assignment is something you can control in your router and on your network.
Log into your Router and check the active device list and any assigned devices.
Make any corrections needed and save the changes.
You will likely have to restart your router -- the usual precautions apply.
If you need help, refer to your router's user manual.
You also have the option of selecting an unused / different IP address on the same subnet.
