The IP was static, but needed to be reset as I could not access the Web admin pannel.
Other frustrated uses on posts could not get a hard reset to work even when following HP instructions, plus HP call on of their buttons, the "Go" button, which I believe is the power button in everyone else's world.
I could not post to those because they are now locked so had to create this one. See the next comment for solution.

Solution
Even though the hard reset procedure looked like it was working with the lights flashing on the printer, it was not clearing the IP. I finally resolved the issue by hard resetting with the ethernet unplugged, then again with it plugged in.
See the following procedure:
1. Unplug the Power cable and the Ethernet cable
2. Plug in the power ONLY. (Leave the Ethernet unplugged).
3. The printer should power on. If so then wait for it to finish any start up procedure, then press the power button (on the front) to turn it off.
4. Hold down the button on the top of the printer, then while still holding it, press the power button (on the front), but still holding the top button for at least 20 seconds (I held for 25-30 seconds to be safe).
5. When you let go of the top button, the lights on the control panel will turn amber and red, which indicates the hard reset is being done.
6. Wait 1 minute then Print a stats report but holding the top button for about 3-5 seconds or until the amber light flashes. The report should start printing. From the report you should see it has allocated itself an internal IP address (from memory I think it was a 169.xxx.xxx address).
7. Power off the printer and inset the Ethernet cable.
8. Perform a hard reset again (follow steps 4,5,6).
You should have a new IP address........... as long as your network is allocating IP addresses with DHCP that is.
