HP OfficeJet 5255 All-in-One Printer

My Officejet 5255 will not boot up. After going through the select language and country screens, it comes to a screen that says, "Set up with the app, and says to go to the website to get the app. It has a tab on the bottom that says, "Info". If I push that, it goes to a screen that says if you can't set it up with the app, click Manual Set up. If I click Manual, it says, "Cartriges can't be used until the printer is enrolled in HP instant ink." The printer has been set up and enrolled in the Instant Ink program all along. HP Smart says it is disconnected from the internet. I have no idea what to try next.
