Is there a way to print without a network? I use my hotspot to connect to the internet.

I'd like to help!

 

I'm afraid HP does not recommend connecting the printer to the Hotspot due to unstable and intermittent connectivity. The printers are designed to work with Wi-Fi connectivity.
The phone can certainly act as a wireless router when you share the hotspot with other devices. But since it is a phone, the signal strength might not be as strong as the actual router. 
 

You may connect the printer via Wi-Fi direct to print and scan or you may use a USB cable to connect between the printer and computer

To set up using USB refer to-USB Printer Setup (Windows)
