HP printers - Managing the printer internet connection (Web Services)
Unlike previous printers of this ilk, the new OfficeJet Pro 91xx series uses an upgraded version of the Embedded Web Server (EWS).
This is not to say that "everything" is different -- the structure of EWS is different in that items are deployed in (sometimes) new or differently named categories and -- in some cases -- there is additional security that impacts how the printer responds to its environment.
As with previous printers of this type (Ethernet / Wireless capable), the printer environment benefits from having a manual / fixed / static IP address assigned.
In the case of Wireless, the setup is best served when each of the SSID named networks -- one for each frequency -- are separately named. That means one name for the SSID named network for 2.4GHz and a different name for the SSID named network for 5GHz.
The source of the problem might be the manner in which the printer is connected to the network, the structure of your network, the settings in the printer (EWS), or the router's configuration, firmware version, or -- in the case of Wireless -- the placement of the router in relationship to the physical printer hardware.
Important
There are security settings in EWS that impact access to services.
In the context of this discussion, the settings are in section Security > Access Control
Best to not change the defaults until you understand the setup -- leave the "Sign in" method as "Use Default"

Open your Browser > Type / enter the Printer IP address into URL / Address bar
