Possibly your new router is configure for WPA2 or WPA3 and your printer only supports WEP , WPA or WPS

If the Spectrum has the WPS feature then use that to connect to the printer. the users guide is here

Check your printers firmware date and verify it is May 2022

if it is older then install the latest https://ftp.hp.com/pub/softlib/software12/COL40120/bi-108858-4/Full_Webpack-1312_1-OJ8600_Full_Webpa...

to enable wpa2 or better.
