HP Solution Center not working : Adobe Flash Player Error and Unable to scan

Unable to get this to load and execute the HP Scan Extended program even using the ftp address. Very frustrating not having the HP Solution Center.

I also down loaded the HP Scan and Capture from Microsoft but still no HP Solution Center. 

Yes, my HP Printer Photosmart C4280 is installed.

The app will not fix the HP Solution Center, it scans by itself

I was also unable to load and execute the HP Scan Extended program installation using the ftp address
I found it was being blocked in Chrome browser and then used Microsoft Internet Explorer and it worked on the first try.
Not sure what specifically was wrong with Chrome, usually I have better results with Chrome, but not this time.
