Hi @ADCOM11,

Welcome to the HP Support Community!

Thanks for reaching out!

We're thrilled to have the opportunity to assist you and provide a solution.

I understand your printer Wi-Fi is not activating, USB connection is fluctuating, and network settings are not being saved after power off. Let’s go through a few steps to check what could be causing this.

Confirm printer firmware is up to date
Turn the printer on and open the Settings / Setup menu on the control panel.
Check Printer Information or Firmware Version and update it if an option is available.

Restore network settings only (not full reset)
From the printer control panel, go to Network Settings and select Restore Network Defaults.
This clears corrupted Wi-Fi profiles that can prevent activation or saving settings.

Reconfigure Wi-Fi using 2.4 GHz only
Connect your router to 2.4 GHz Wi-Fi and disable 5 GHz temporarily.
Many HP printers cannot store or reconnect reliably on 5 GHz networks.

Re-add Wi-Fi without powering off midway
Complete Wi-Fi setup fully and wait until the printer shows Connected.
Do not power off the printer for at least 5 minutes after connection is established.

Manually set IPv4 configuration
Go to Network > Advanced Settings > IPv4 Configuration on the printer.
Set it to Automatic (DHCP) and save before exiting the menu.

Check USB cable and port stability
Use a short, original USB cable and connect directly to the computer (no hub).
Fluctuating USB connections often prevent network settings from writing correctly.

Perform a cold power reset
Turn off the printer and unplug the power cable from the wall.
Wait 60 seconds, reconnect directly to a wall outlet, and power it back on.

Verify settings persistence after restart
After setup, power the printer off for 1–2 minutes, then turn it back on.
Check whether Wi-Fi and IPv4 settings remain saved.

I hope this helps.
