Printers that include built-in fax hardware generally require the landline connection to the phone service.
HP Mobile Fax can send faxes without the need for a printer / fax -- the service does not support receiving fax.
There are likely still "e-Fax" services available on the Internet -- be wary of free services as these might be trustworthy or might be looking where they ought not.
