my printer is constantly going offline, and after several years of rebooting either the printer and/or the laptop wirelessly connected to it, i've had enough. i need a permanent resolution to this issue.

Welcome to the HP Community Forum.
If you have had the printer since its introduction in 2019, that's a long time to put up with a bad connection setup.
There is not such thing in printer connections as "Permanent" --
Assuming your network is secure, well managed, and configured correctly, there are certainly things you can do to reduce the occurrences of "Offline" episodes.
Factors include (and are not limited to):
- Your router - First and foremost, the router must be up to the task of managing your network. Keep its firmware updated, manage and pay attention to the configuration, manage / select channels and options, manage distance and obstacles between devices and the router. Replace your router when it no longer performs adequately to support your network.
- Certainly not a daily occurrence, and only mentioned as "Part of the Picture" >> Windows Updates can impact printer driver performance. For example, Windows Updates that have been partially installed and require a system Restart can create a printer driver "Offline" condition until after the system Restart is completed to fulling install the Updates. In some cases, Windows Updates that have been fully installed (including any Restart), can corrupt the installed printer driver.
- Ethernet - Superior connection and easier management - make sure you are using decent / appropriate cables. For larger operations, check / replace network cables and hubs as needed.
- The connection type - Set a TCP/IP connection, a manual (static) IP address
- Print Cartridges - Check your print cartridges - If the printer is complaining of a low cartridge, even if the printer says that cartridge does not have to be replaced "now", consider replacing the low cartridge. After the cartridge is replaced, wait a few minutes to see if the printer Offline condition is cleared (printer shows "idle").
- The connection frequency - Wireless on the older 9025 is restricted to 2.4GHz. When supported and if having to use Wireless, create a separate SSID named network on your router for each frequency > Connect the printer to the frequency it supports. The router will manage interfacing devices that use different frequencies.

There is naught we can offer for your router except advice to know your router and take care of it.
Changing the connection type to TCP/IP and assigning the printer a manual / static IP address can help to stabilize a wireless connection.
Example -
Method - Create TCP IP port
TCP/IP can resolve odd connection, scanning, and installation problems.
Create / Switch to a TCP/IP Port to facilitate communication and prevent ‘offline’ issues
Find the printer's IPv4 address
Print a Configuration Page
OR
Tap on the wireless icon on the Front panel of your Printer to get the IP address
Control Panel, from Devices and Printers
Right-Click the printer and Left-Click Printer Properties
Tab Ports
Click Add Port
Select Standard TCP/IP Port
Select New Port and follow the instructions
Type in the correct IP address for the printer

Having named SSID / networks separately for each bandwidth at the router level,
Select and connect to the correct SSID / network name for the bandwidth you are using.
