I'm using McAfee Virus Protection from AOL. I turned off the firewall and the printer still is not working.
I then tried installing as a local printer with standard TCP/IP port procedure and finally got an error msg "Printer driver was not installed. Element not found."
So I went to the printer properties page and tried to update the driver and got the following error msg
So then I went to the HP website and downloaded the basic driver and ran the .exe program using the "Connect a new device" option. Received a msg "Congratulations! Setup is complete. Your HP OfficeJet 6954 is connected and ready to print"
It wasn't. From Devices and Printers screen, the printer is showing "Driver is unavailable"
Reran the driver .exe program using the "Reconfigure Wireless Setting" option. When I clicked the Show Network Setting I received the msgs "Unable to retrieve"
And, the Devices and Printers page still shows "Driver is unavailable" for the printer.
So now I still cannot print from my HP desktop to my new HP printer!
In addition, whatever machinations I went thru to try and resolve this problem has resulted in being unable to switch between open apps without minimizing all other apps in the way!

Additional Information
Was going to try a reboot to solve windows switching problems and noticed a W10 notification that updates weren’t installed – including a HP Printer.
Clicked on the update box and received the following error message
Did a Retry and got the same error message.

Checking on solutions to the 0x80070490 error, I tried to use the System File Checker to see if the error could be repaired.
Final result -- "Windows Resource Protection did not find any integrity violatilons"!
Then I tried running the recommended Deployment Image Servicing and Management (DISM) tool.
Response -- "“The restore operation completed successfully”
Still, however, show "Driver is unavailable" and printer isn't working
And, Windows update still shows:
I am running out of things to try (and patience)

Question
From the HP Support Assistant program -- "HP Printers - Printer Not Found During Network Driver Setup (Windows)" link,
there is the following statement:
If you have a dual band router, make sure it is set to the 2.4 GHz band. If your router is set to the 5 GHz band, the printer cannot connect to the network.
I have a dual band router and when I recently ugraded from 30 mb/s speeds to 60 mb/s speed, the only way I could get the higher download speeds is by checking the 5 GHz box in my Belkin control panel.
Is this why I can't access the printer from my desktop? But, why does my laptop on the same network connect to the printer?

Can you try to connect your PC to the 2.4 Ghz network and see if it works?

Changed the wireless setting to 2.4 Ghz and tried everything as before -- still no access to my new HP printer via my HP desktop.
I can however, scan from the desktop but when looking at the printer in Devices & Printers I get either "driver is unavailable" or "Device setup is in progress"!
I am assuming that with a new purchase, some phone support is available?

Thanks for the response, but after over 2 weeks of trying to get this HP printer connected to my HP computer, I finally called support for help.
After over 1 hour on the phone, the technician was able to install the printer manually.
FYI, the following did not work in my 2 week attempt to connect:
- 123.hp.com/setup
- Wireless Printer Setup (windows)
- HP Print & Scan Doctor (multiple times)
- Uninstalling and reinstalling the software (several times)
- Disabling firewall
- Troubleshooting HP printer software installation program
- Updating printer driver from the printer properties window
- Updating the driver from the HP website
- Updating W10 which included reference to the printer (error 0x80070490)
- Running System File Checker to see if errors could be repaired
- Running Deployment Image Servicing and Management (DISM) tool
- Running HP Support Assistant -- HP Printers-Printer not found during Network Setup
- Changing my router from 5 Ghz to 2.4 Ghz because of a statement on the HP website- If you have a dual band router, make sure it is set to the 2.4 GHz band. If your router is set to the 5 GHz band, the printer cannot connect to the network.
- Ran windows troubleshooter
- Rebooted the computer several times.
- Manually reset Windows Update Components (wuause, cryptSvc, bits, msiserver)
- Any other option that the HP forum or google search suggested.
BTW, my router control panel always showed the printer as connected with an IP address. Also, my Dell laptop and iPad never had any problems connecting and printing!

I see that you were interacting with @Rainbow23. I would like to jump in with a suggestion 🙂
Is the printer printing fine after speaking to the phone technician? If you are still facing the issues, try the steps below:
· First, unplug the USB cable from the printer if present.
· Go to Control panel – Programs and feature – Select all the HP Officejet printer entries and uninstall them.
· Now go to Control panel – Devices and printer – Select all the printer entries and remove the device.
· Restart your computer.
· Click the bottom-left Start button on desktop, type device manager in the search box and tap Device Manager on the menu.
· Once in device manager, click on the view tab in the top & choose “Show hidden devices”.
· Then from the device manager list, check the entries under “Printer” – If there are any entries, please right click and choose “uninstall” – In the confirm device un-install pop-up, make sure you select the box which says “Delete the driver software for this device".
· Also, check the entries under "printer queue" and "imaging devices" and repeat the same exercise. Delete any printer entry or any entry which says “Unknown device”.
· Once done, close device-manger. Then press the "windows key" + "r" to get the "Run" window open - Type "printui.exe /s" (there is a space between .exe & /) and press enter.
· Under print server properties, go to drivers - remove any entry there as well.
· Again, go to run window, type – “c:/programdata” – Go to Hewlett Packard folder, remove any printer related folders & files.
· Open run again, type “%temp%” and press enter to get the temporary files. Delete all the files here. Skip the items which cannot be deleted.
· Now restart your computer again.
· Open the Run window again, type “services.msc” and press ok to get services window.
· Scroll down to “Remote Procedure Call (RPC)” – right-click and go to properties. Make sure the service is started and startup type is “Automatic”.
· Now scroll up and go to “Function Discovery Provider Host” – right-click and select properties – Change the startup type to “manual” and start the service.
· Repeat the same exercise on “Function Discovery Resource Publication” as well.
· Click on http://hp.care/2qGEXYM and install the software.
· Select "Wireless" in the connection window and follow the on-screen instructions.
