Two main things worked: 

  1. Downloading the FULL set of drivers from HP. Apparently the basic drivers it comes with aren't the full set. Many more options now.
  2. Setting the page settings to "Edge to Edge Letter" immediately filled the 8.5x11 page - I could see it in the preview.

(note: solution #2 did not work until downloaded the full set of drivers).

"Edge to edge" is the option to go for, there is no borderless option.
