Welcome to the HP Support Forums!
I understand that you're unable to setup your new HP Envy 4500 Printer due to the error message "Ink cartridge problem". I will certainly do my best to help you.
It sounds like you have taken the necessary precautions to try to resolve the issue.
Are you within the buyers remorse period? If so, I would return the printer to the point of purchase and get a replacement.
If you cannot return it to the store, I would try a new cartridge as the document suggests.
NOTE: Once the cartridge is opened it cannot be returned.
I would try the steps within this guide, A 'Cartridge Missing' or 'Incompatible Ink Cartridges' Error Message Displays for HP ENVY 4500 and H....
If you completed all the preceding steps and your product still has an issue, return the printer to the store or contact HP.
Contacting HP for service in all countries/regions except Asia Pacific.
First, go to Check your product warranty to check your printer warranty status, and then go to Contact HP Support to find an authorized service dealer or to schedule a repair.
Repair fees might apply for out-of-warranty printers.
What you can do, is use the following link to create yourself a case number, then call and it may help speed up the call process:
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click on: HP contact options - click on Get phone number
Case number and phone number appear.

I have replaced both cartridges and it printed a few pages then I got this error message. I followed all their instructions without success! I've sent a message to them that I want to speak to a support person. I had recently stopped HPs Instant Ink. Wondering if that has something to do with this since they kept track of this wirelessly. Anyone else use them???

I was just able to solve the problem by identifying which was the ink cartridge that was causing the issue and it turned out that it was the black one. By removing it, the printer went into one cartridge mode and I was finally able to see the normal menu, so I did all the manteinance options shown in "tools" (just in case), I re-inserted the black ink and it started working again.
