What I did to get things working is as follows:
1. Installed HP Scan and Capture and HP Aio Printer Remote (for use in place of the HP Solution Center)
2. Reinstalled HP C7280 Full Feature Software and Driver
3. Once the install of step 2 got through to finder and installing the driver for my wireless printer, I started the HP Scan and Capture App even though the install was not complete of step 2 above. Because I knew that the install of step 2 would fail during the configuring product install step and then uninstall my printer driver and the Solution Center.
4. Once I was sure the scanner was functioning through the app in step 3, I then started Task Manager (cntl-alt-delete) and stopped the install process of stpe 2 before it could fail in the configuring product step and before it could unstall my printer driver.
5. Then, I rebooted my desktop and made sure the HP SCan and Capture app was still working...it was. Then I deleted the icon for the Solution Center since that would not work anyway. So, my functionality is back.

Hi @Bieg,
Welcome to the HP Forums!
I noticed that you are getting errors during the installation of your HP Photosmart c7280, on Windows 10. And, I am happy to look into this issue for you!

I wasn't able to find any information on these errors. However, In the meantime, please try the steps within this guide, A fatal error occurred during installation' (MSI Error 1603) Displays During HP Software Installatio....

The error codes come from HP's installation process. I tried serveral of the suggestions in that link you provided even though they are written for Windows 7, Vista and/or Windows XP. I am running Windows 10 Pro 64 bit. Anyway, I tried:
1. regSvr32 -- unregister
2. disable startup and windows update services.
Neither of these helped.
The other suggestions had insturctions specific for older versions of windows and I could not find the equivalent fo Windows 10.
For example, computer management isn't in services.msc so I could not do this. Also, check for the latest windows installer is not something useful as it provides a link to an out-of-date installer.

Yes, I can print a self test diagnostic page directly from the printer's panel. I can also print/scan from my laptop over my network to this C7280 printer using HP's printer software on the laptop. The desktop is where I had to reload Windows 10 Pro 64 bit and other software and is the only computer where the HP printer software will not install and fails at the "configuring device". The installation does find the wireless printer and installs everything, but fails when configuring. The it wants to uninstall.

Then run the HP Print and Scan Doctor again, to verify that everything is working.

Hi Bieg,
Considering the printer is working from the laptop with Windows 10. And, that these steps did not work. There must be something wrong with either the Operating System itself, or the Desktop computer.
I would recommend to back up your files, and reinstall Windows 10. And, then try reinstalling the printer again. HP Printer Install Wizard for Windows.
