I have a brand new CP5225 Color Laserjet Professional. The error will not allow me to set this printer up. Is there a sensor or arm that is stuck and causing the printer to think it's output tray is full?

The output bin full sensor is the plastic flap located above the output roller.  Check to see if that flap is in the down position or not. If the control panel menu is accessible, you can run a sensor test to check the sensor status.

In Windows 7 ultimate and some other OS versions You must run the printer management console as an administrator to change the installed options! Control Panel and go to System and Security -> Administrative Tools -> Print Management, right click Run as Administator.
