when i try to print photos from my email I can't get rid of the borders when I try to print on 4x6 photo paper

Please read this post then provide some details.  What printer model? What program are you printing from? Are you selecting the proper photo paper and borderless printing?  What is the size of the image (not the size of the paper)?

I have a HP photosmart 7520 printer. I am trying to print photos sent from a Smartphone to my email on an HP pavilion. I try to print them on 5x7 photo paper on the borderless setting but it leaves a little border on the top and bottom of the photo paper.

I meant to say on 4x6 photo paper.

If the top and bottom margins are equal it is likely the photo aspect ratio is not exactly right to print a 4x6 photo.  Open the photo in a program like Paint and check the size.  The pixel ratio needs to be 1.5 to 1 (or 6 to 4).  For a 4x6 photo a good size would be 1200 x 1800 pixels.  You could crop and scale the picture to fit.
