I have had the same Officejet 4500 All in one on my network for years. My printer is connected to my network with an Ethernet cable and has a fixed IP address. Never had an issue.
I've recently switched to a new (HP) PC and went to download the software for it and there isn't anything but HP Print and Scan Doctor to download. Tried that, and it made me setup HP Smart. Now things print but they get stuck in the queue and I still can't scan. HP Smart can't read the printer status for some reason.
My old Windows 10 PC had HP 4500 drivers that worked, so I know they exist somewhere.

I am stuck in your same situation, with one additional trick: of 5 different family PCs in the same network, all running Windows10 64b, one that was configured early in 2020 somehow loaded and intalled a generic "HP PhotoSmart All-In-One Printer-Scanner" driver, which works perfectly. So, now I can only use the scanner through the network only on that PC. On all other 4 PCs I have run the setup proces again and again, and they all install the new 4500 G510 driver which does not detect the scanner on the network.
I have posted several requests on the support forums, but never got a solution.

Thank you so much for trying. The drivers you posted are the old, original drivers that were distributed over 10 yrs ago. Unfortunately, these driver install the now deprecated "HP digital imaging monitor" utility and the "HP solutions center" application that won't even load under Win10 (in fact, the user interface of the app was running in Adobe Flash Player, which is also no longer supported in Windows since 2018) . Anyhow, the scanner is not being detected on the network, not even with the "digital imaging monitor" software running and visible in the system tray.
In fact, the only PC from which I am still able to detect the OJ4500 G510 scanner from network is one where I somehow got installed a "HP Photosmart Generic All-In-One Printer-Scanner driver", which, too, is now no loger available form HP or Microsoft. Again, the only drivers that get installed through windows are the ones that only drive the printer, and in HP's support there's nothing more tha instructions to run Windows' setup utility (no drivers, whatever).
I regret the after months of research apparently HP will not address the issue, despite several identical requestes on this and other support discussions. I can't spend any more time on this. I will decommision the printer due to the lack of updated support software, and then buy a new one (most definitely: not HP!).

I am able to print and scan on my new system under Windows 10, but I get some errors about not being able to contact the scanner. Maybe there are still some pieces of HP Smart laying around that are allowing it to work.
I also installed HP Scan extended which I've been using for a few years.
I'm going to look around the network here to see if I have anything newer and if I do I will post. They had something available to download back in Summer 2020 as I remember.
