HP PSC 1210
Microsoft Windows 7 (64-bit)

I recently changed my ink cartridge and attempted to print a test document.  However, it seems like the printer is no longer grabbing the paper.  The printer attempts to grab the paper but the roller doesn't pick it up.  In addition, it just keeps attempting until i turn the main power source off.  NOTE:  in the process of changing the ink cartridge, I did turn the printer 180 degrees and not sure if that impacted roller alignment.

I see that your HP PSC 1210 All-in-One Printer seems to not be picking up paper after you replaced the ink cartridges. I would be happy to help you and please remember to return to this thread and mark 'Accept as Solution', if I have successfully helped you resolve the issue. If the printer was moved around to replace the ink cartridges, it is possible that something has moved out of place. I'm going to suggest some steps to preform to see we can fix the issue.

 

Do you see any flashing lights? 

 

It is possible that you're experiencing a carriage stall from replacing the cartridges.  I would follow the steps in the guide below to see if you can resolve the issue.

 

NOTE: As redundant as some of the steps may seem, I would performing all of the steps listed. They may help you find the cause of the issue.

 

Carriage Stall for HP PSC 1100, 1200, and 1300 Series
This document pertains to HP PSC 1100, 1200, and 1300 printers.
The carriage holding the ink cartridges cannot move back and forth inside the printer. You might have a carriage stall if you have one of the following symptoms:
  • The print cartridge carriage is stalled error message
  • Printing stops unexpectedly
  • The product will not print
  • Blinking Check Paper and Check Cartridge lights
NOTE:These symptoms might be caused by other issues. The instructions provided below will NOT resolve every issue that might cause these symptoms. Follow the steps below ONLY if you have already diagnosed a carriage stall in your printer.
 
Solution
The following video demonstrates the steps explained on this page. The outside of the product might look different, but the steps are the same for your product.

Step one: Clear obstructions from the carriage path
Right-click the link below to open a new browser window with specific instructions about how to clear paper jams. When you have completed paper jam removal instructions, return to this point in these instructions to continue resolving a carriage stall.

  1. With the product turned on, open the print cartridge access door. The print carriage might try to move into the access area. If so, allow it to move to that position.
  2. Without turning off the product, unplug the power cord from the back of the product. Unplug the power cord from the power source. The power cord must be unplugged to allow the parts to be moved by hand and to reset the paper feed mechanism, without the risk of an electrical shock.
  3. Looking in through either the print cartridge access door or the output paper tray, make sure the print cartridges are locked into the carriage and have not come loose. Also, make sure that there are no obstructions under or around the carriage to block it from moving.
  4. Make sure the print carriage can move freely across the width of the product by gently pushing the carriage to the left and then to the right. Clear any obstructions found.
    You may have to reach through the output paper tray to access the print carriage.
  5. Close the print cartridge access door and plug the power cord back to the back of the product. Plug the power cord into the power source.
  6. Press the On button to turn on the product.
 
Step two: Ensure that the front panel overlay is installed correctly
If the front panel overlay, or bezel, is not installed correctly, the product might indicate a false carriage stall error condition. If the product has not been set up before, ensure that the front panel overlay is installed correctly by following the instructions below.
If the front panel overlay is already installed, and your printer has been working for some time, do not attempt to re-install the overlay. Press firmly on the overlay to ensure proper installation of the overlay adhesive or pins.
NOTE:If the front panel overlay is already installed, proceed to the next step.
  1. Disconnect the power cord.
  2. Locate the front panel cover and peel off the paper backing to expose the adhesive as shown in the graphic below.

  3. Lift the scanner lid and carefully line up and install the front panel overlay.

  4. Plug the power cord in.
  5. Try the print job again to see if this step resolved the issue.
     
  6. If the issue is resolved, you do not need to continue with the rest of the instructions on this page.
  7. If the issue is not resolved, continue to the next step.
 
Step three: Plug the product directly into a wall outlet
Verify that the product is properly connected to a suitable power source by following the instructions below.
  1. Verify that the computer and the all-in-one product have a three-prong power plug.
  2. Unplug the power cable from the back of the all-in-one.
  3. Unplug the product cable from any power strips or surge suppressors, and plug it directly into a grounded (three-prong) wall outlet.
  4. Plug the power cable into the back of the all-in-one.
  5. Try the print job again to see if this step resolved the issue.
     
  6. If the issue is resolved, you do not need to continue with the rest of the instructions on this page.
    NOTE:If the product prints when plugged directly into a wall outlet while unplugged from any power strips or surge suppressors, the power strip or surge suppressor may not be allowing sufficient voltage to reach the product.
  7. If the issue is not resolved, continue to the next step.
 
Step four: Perform a partial reset
A partial reset will return user settings to factory defaults. On some models, language and country/region settings are also reset. Perform a partial reset of the product by following the instructions below.
  1. Unplug the power cord from the unit.
  2. Reconnect the power cord into the unit.
  3. When the lights begin to flash, press and hold the On/Resume and Paper Size buttons.
  4. When only the On/Resume light is flashing, release the buttons.
    When the On/Resume light is steady, the reset is complete.
  5. Try the print job again to see if this step resolved the issue.
     
  6. If the issue is resolved, you do not need to continue with the rest of the instructions on this page.
  7. If the issue is not resolved, continue to the next step.
 
Step five: Remove and re-install the print cartridges
Improper placement or installation of the product's print cartridges can cause the product to indicate a carriage stall error condition. Ensure correct installation of the print cartridges by following the instructions below.
  1. With the printer plugged in and turned on, open the cartridge access door (see the illustration). After a moment, the print carriage should come to the center.
    The print cartridge carriage is the plastic part that holds the print cartridges.

    NOTE:If the carriage does not come to the center, try turning the printer off and on.
  2. When the carriage is at the center of the access area, unplug the printer.
  3. Remove the cartridges from the carriage and check them for damage. Check for obstructions under and around the carriage. Replace any damaged cartridges.
    NOTE:Try to inspect and reinstall the cartridges as quickly as possible, so that they do not dry out. Avoid touching the copper-colored parts of the cartridge.

  4. Reinstall the print cartridges.
     
  5. The black or photo cartridge goes on the right.
  6. The tri-color cartridge goes on the left.
  7.  
    Placing each cartridge in its slot at a slight angle, then pressing up and forward until the cartridge snaps into position
  8. Close the cartridge access door, plug the printer back in and turn it on.
  9. Try the print job again to see if this step resolved the issue.
     
  10. If the issue is resolved, you do not need to continue with the rest of the instructions on this page.
  11. If the issue is not resolved, continue to the next step. 
If the issue persists, I would also try the steps within this document. Fixing Paper Jams or Paper Feed Problems for HP PSC 1100, 1200, 1300, 1400, and 1500 Series Printers
 
If you completed all the preceding steps and your product still has an issue, service the product. HP may offer you a discount towards a trade-in on a replacement unit.

Mine would not turn on, only blink on after plug in power and after two attempts and failures, I found if I repeated plugging in, unplugging and then plugging in again while pushing in the start button, it worked after a lot of internal noise. Hope this helps someone.
