Windows Image Acquisition (WIA; sometimes also called Windows Imaging Architecture) is a proprietary Microsoft driver model and application programming interface (API) for Microsoft Windows Me and later Windows operating systems that enables graphics software to communicate with imaging hardware such as scanners, digital cameras and Digital Video-equipment. It was first introduced in 2000 as part of Windows Me, and continues to be the standard imaging device and API model through successive Windows versions. It is implemented as an on-demand service in Windows XP and later Windows operating systems

The Shell Hardware Detection service runs as LocalSystem in a shared process. It shares an executable file with other services. If the Shell Hardware Detection fails to load or initialize, Windows 7 startup proceeds. No warning is displayed, but the error is recorded into the Event Log.
Dependencies
Shell Hardware Detection will not start, if the Remote Procedure Call (RPC) service is stopped or disabled.
If the Shell Hardware Detection is stopped, the Windows Image Acquisition (WIA) fails to start and initialize

To summarize, these services are necessary for scanning and I suggest stoping and restarting them all. Here are the instructions to do so:
- Hold down the Windows Logo key on the keyboard and the 'R' to open the run box
- Type services.msc and press Enter
- Locate Windows Image Acquisition (WIA)
- Right click and open Properties
- Stop the service from the General tab and then Start it again
- Verify that the Startup type is set to Automatic rather then manual
Also, look for 'Shell Hardware Detection' in the list of services. If it is not enabled/started, make sure to enable/start the service, and make sure the Startup Type set as Automatically from its properties.
Locate the 'Remote Procedure Call (RPC)' in the list of services. If it is not enabled/started, make sure to enable/start the service, and make sure the Startup Type set as Automatically as well.
It might be a good idea to test the computer’s ability to scan as well. Try using one of the following methods to scan. If neither work than the issue is related to the computer and if they do work then the issue is isolated to our software.
Windows Fax and Scan Instructions
- Place the item that you want to scan on the scanner glass, or load it into the automatic document feeder (ADF) if your printer has one.
- Right-click the Start button in the lower left corner of the screen, click Search, and then type Fax and Scan.
- Click Windows Fax and Scan in the results.
- Click New Scan, and then click Scan.
How to scan with Paint
- Place the item that you want to scan on the scanner glass, or load it into the automatic document feeder (ADF) if your printer has one.
- Right-click the Start button in the lower left corner of the screen, click Search, and then type Paint.
- Click Paint in the results.
- Click File, and then click From scanner or camera.
- Select your printer, click OK, and then click Scan.

I have a Samsung desktop with windows 10.
My HP officejet Pro 8600 will no longer scan.
It is connected with an USB cable.
It is connected directly to the wall.
Only one printer, HP or otherwise, is connected to my PC
SHD and RPC are both set to automatic as is WIA.
How can I trouble shoot it?
I have tried the scan doctor and it freezes on WIA.
Looked at forums and tried to stop the WIA but get an error message saying I can't do it.
Please help!

Hi all
I was having the same problem with my HP Officejet 5740 printing but not scanning, and think I found a fix.
When you go into servicesand look for Windows Image Acquisition (as the tech describes above), right click on properties, and then go to the logon tab.
In mine, "This account:" was checked, and it had some random login and password.
I checked "Local System Account" and then also checked the box underneath that "Allow service to interact with desktop".
After I did that and rebooted, the scanner was working!
Hope that works for others with this problem!

HP Scan & Capture stopped working on my windows 10 PC - connected wirelessly to my HP 8600 officejet pro. It previously worked well for a number of years. Now it states "device cannot be found". I've tried the process described by HP on the internet (disconnecting the printer from the wall & reconnecting, going to the WIA, SHD, RPC on the services.msc part of the computer's start menu, and the other recommendations). Nothing works, and most of the selection options noted are not functional in reality - for example, the "start" option described for the WIA is greyed out and cannot be selected. Instead the WIA states it is "stopping" and will not give me a selectable option to start it, either through the automatic tab or the manual. Meanwhle, the printer can scan by itself manually to a flash drive or other memory device, and from there I can transfer the scan to my computer, but can no longer do so directly. Any ideas on how to fix this?

Hello,
When I try to stop WIA from panel, it gives me this message, "Windows could not stop the WIA service on Local Computer" - "Error- 1061 The service cannot accept control messages at this time"....
My printer is a HP 8610
It is connected by USB cable
It is plugged into the wall
The computer is an Asus laptop/tablet
Running Windows 10
I need immediate assistance!!!!!!! Thank you

Sunshyn 2005's 7/26/16 message worked, BUT THE HP DESKjet 1510 scanner still doesn't work without going thru all that Windows rigamarole.
1. HOW CAN I SCAN WITH THE HP SCANNER AND NOT HAVE TO USE WINDOWS?
2. WHY DOESN'T HP FIX ITS SOFTWARE?

NOW WORKING FINE FOR ME.
Was having the same issue, Win 10, Officejet 8610 connected via wireless, Scanner stopped working after working fine for months. Uninstalled and resinstalled the software- nothing. Ran the Scan Doctor, it hung.
HERE WAS THE FIX FOR ME - tip of the hat to JimS43 for doing what HP support could not (re-posting Jim's comment):
