HP Officejet 6700 Premium
Microsoft Windows 10 (64-bit)

Connected via USB because would not print via network(spent $95 and three hours time tech support before giving up).  Now prints OK via USB but cannot scan to computer using menu on HP6700 even though the computer appears be available.  Can get the scanner to work from the computer.  But, would like to just scan from the 6700's menu.  Ran Printer and Scanner Doctor several times.  It does not show that there should be a problem.  I can scan to two other devices via network.  One of those is running Windows 7; the other was upgraded to Windows 10 from 7.   Probem is with a Lenovo desktop using  factory installed Windows 10.   Any specific help instructions would be appreciated.

I would like to help you get scanning from your HP Officejet 6700 Printer working. If scanning works from HP Scan, there is likely a setting or software problem. 
 
I recommend that you use this guide to see if we can resolve the problem with scanning from the printer:
For Windows 10: 
  1. On your computer please open the Start screen by selecting the Windows icon on the bottom-left corner of the computer screen or by selecting the Windows key on the bottom-left of your keyboard, to the right of the Ctrl button. 
  2. Click Search.
  3. Type the name of your printer in the search box, press Enter, and then double-click your printer.
  4. Under Scanner Actions, click Manage Scan to Computer.
  5. Make sure Scan to Computer is enabled.
  6. Click Close.
  7. Try scanning from the printer again.
  8. Try disabling the firewall and anti-virus programs.
  9. Reboot the computer and printer.
If the issue persists, I would do a hard reset to see if that will resolve the issue.
  • Leave the printer on and unplug the power cable from the printer and wall outlet for 60 seconds.
  • Then reconnect the power cable to the printer and wall outlet rather than a surge protector.
  • This ensures the printer is receiving full power and may help this situation.
  • Make sure the printer is connected directly to a wall outlet (don't use a power bar or a surge protector). This ensures the printer is receiving full power and may help this situation.
  • Reboot the computer and printer.
  • Try enabling Scan to Computer again.

I cannot get to Scanner Options screen following the instructions you have given.  Tried every menu and tab I get to appear.  I get to Scan a Document or Photo(open the scan dialog).  I see tabs for print and fax options/setting and cannot locate the scanner functionss there either.   Under Utilites I get Printer Setup & Software, Connect a New Printer, Convert a USB connected printer to wireless, Reconfigure Wireless Settings, and Add More Sortware.  I have run the HP Print and Scan Doctor several times.  It always says that I am connected OK and I can run the test scan from the computer.  That works and I have created a short-cut to get me to the menu for initiating the scan from the computer. That works too.  The 6700 recognizes the USB connection ar the scanner menu, but cannot connect/scan.  Again, I can trigger the scan from the computer.  Really don't want to completely re-install the HP6700 on my computer as that was done a couple of times in the past and I have a lot of time and $$ invested in just getting the printer to work via USB  (we gave up on wireless).  The printer/scanner worked fine wirelessly with my old Vista system and continues to work fine with my Windows 7 and Windows 10 (upgrade) systems

I would continue to use the USB connection for testing purposes.
 
What happens when you open the HP Printer Assistant?
Are you unable to get to "Scanner Actions" and "Manage Scan to Computer"? 
 
If you're unable to scan directly to the computer from the printer, something is blocking the printer from communicating. 
 
I recommend that you turn off the firewall and disable any anti-virus and anti-malware programs which could be interfering with the incoming connection. 
If the issue persists, perform a clean boot and try enabling "Scan to computer" again.
Otherwise, you may need to uninstall, perform a clean boot and reinstall the HP Software again.

I disabled my Norton firewall, which controls the Windows firewall.  Did not help.  Changed USB port without any success.  Had to go to HP site to get HP Support Assistant as it did not install from the disk that came with the printer.  Once installed and printer was added I checked for updates, etc.  When opened my choices are: Updates, Messages, Diagnostics and Tools, Specifications, Warranty, and Services/Supplies.  There is no tab or menu on which to open "Scanner Actions" or "Manage Scan to Computer"  When Diagnostics and Tools is opened my only option is to select HP Print and Scan Doctor, which says that all is well.  Under Specifications I get to the HP 6700 at Devices.  Right clicking does not get to an option for turning scan on or off.  I've gotten to that location on my computer several times by just selecting File Explorer at the Start menu.  After reading about the "Clean Boot" process I decided to not attempt it as that appears require more knowledge of computers than I possess and  fear for really screwing something up.  I think I will just settle for the limited access I have.  Probably will replace it in a year or two anyway, even though it works flawlessly otherwise.  Thanks.

There seems to be some confusion about which application we're referring to.
 
The HP Support Assistant does not come with HP Printers and you do not need to install it. The HP Printer Assistant includes the options "Scanner Actions" and "Manage Scan to Computer".
 
These are two completely separate applications.
  • HP Support Assistant is assistance for your PC or HP printer—your way. This HP program helps you maintain peak performance and resolve problems through automatic updates, built-in diagnostics, and a variety of assistance options. Source
  • HP Printer Assistant is a Windows software program for HP printers. It comes with many printers manufactured after 2009. With it, you can perform many printer-related tasks such as scanning an image, ordering supplies, checking ink levels, and more. Source.
Click here to download the Full Feature and Software and Drivers for your printer.
 
Also, performing a clean boot eliminates software conflicts that could be interfering with the incoming printer connection. This should not cause a problem with your computer.
 
If you do not wish to try these step, perhaps you would feel more comfortable working with HP Phone Support.
 
Contacting HP for service in all countries/regions except Asia Pacific.
First, go to Check your product warranty to check your printer warranty status, and then go to Contact HP Support to find an authorized service dealer or to schedule a repair.
Repair fees might apply for out-of-warranty printers.
What you can do, is use the following link to create yourself a case number, then call and it may help speed up the call process: 
Step 2. Enter Product number or select to auto detect 
Step 3. Scroll down to "Still need help? Complete the form to select your contact options" 
Step 4. Scroll down and click on HP contact options - click on Get phone number 
Case number and phone number appear.
