Estimated ink levels shown are very incorrect. Although alerts are turned on, I never get a low ink alert - only bad color. The ink level of the problem cartridge still shows about 1/4 full.

I understand you are not getting an ink low notification although the notifications are enabled. First and foremost, 

let's perform a hard reset. To do so, leave the printer on and unplug the power cable for 1 minute. While it is unplugged, hold down the power button on the printer for 10-15 seconds to release any built up power, then after the minute has passed, plug the printer back in. Also, even if you have been using a surge protector/power bar all this time and you feel it is not the cause, please connect it to a wall outlet just so we can eliminate the power source as the root cause.   Issues when Connected to an Uninterruptible Power Supply/Power Strip/Surge Protector

 

* In this document you will see, ISSUE: Problems or issues may arise when an HP LaserJet series printer is connected to an uninterruptible power supply (UPS), a power strip, or a surge protector  < This is not limited to Laserjet printers.

 

Please also check the front panel menu for updates. If you have the printer setup wirelessly, you can go through the Web Services menu on the printer and look for updates. The icon on the top left hand corner will open the Web Services and from there you can choose Product Updates. In the Updates menu, choose Check for Product Updates Now.

Thanks for suggestions, however:

 

Hard reset made no difference.

 

No updates available.

 

Have power strip, but direct connection made no difference.

 (Note - link in your reply only gave me the support home page and further searches on that page only lead to information on an HP powerstrip.)

 

Printer Status Report shows no ink in one cartridge but graphic on printer and HP Printer Assistant on computer both show adequate level in that cartridge. Still no low ink alert shown on either.

 

This is not a new problem, it has been an annoyance since the pinter was new.

 

Running Windows 10 now, but was the same with Windows 7.

When you experience poor print quality, does changing the cartridge resolve the issue? You said this has gone on since you have had the printer so I suspect changing the cartridge does, but then as it depletes the quality dwindles again.  I was thinking that perhaps the issue is not low ink; instead it could be an issue resulting in poor quality. 

 

When you check the ink levels on the front panel of the printer, do they display correctly? You might find something in the following document helpful: HP Photosmart 7520 Printers - Fixing Poor Print Quality.

 

If the issue persists, you might consider calling in to see if there is anything else that can be done, but at this point there is nothing more I can think to suggest. What you can do, is use the following link to create yourself a case number, then call and it may help speed up the call process:

Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click on: HP contact options - click on Get phone number

Case number and phone number appear.

Yes changing cartridge fixes problem.

 

As previously noted ink levels shown on the printer are incorrect for empty cartridge and I get no low ink alert even though the diagnostic report, print head cleaning report, etc. all show low ink level. Nothing suggested in the document you refered to has made any difference. 

 

My previous HP printer was much more reliable in this respect, giving me both low ink and out of ink reports.

 

I think I've wasted enough ink and paper on this already, but may try the phone support.

Suggestion for phone support seems to be incorrect. I filled in requested data but was only directed to the support home page and the only phone option listed was for paid support. Apparently phone support is available for only one year.

 

Problem is NOT resolved.

I received a private message from someone (with 0 post, 0 replies) and given a phone number to call. I called and the person wanted access to my computer. Suspicious, I asked for identification and was told onlt "It's up to ypu, Sir) . I could find no relationship to HP. Can anyone from HPtell me if this is legitmate? Phone number was 888-292-7572.

It is not.  HP will not call you like this.
