When I scanned a government form that is on an 8.5" x 11" sheet, but has only a 1/4" left, right, top margins and 1/8" bottom margin, the preview showed the bottom 1.5" of the form and part of the text on the side margins cut off.
I selected the "Save as PDF*" option.
I could not find a Fit-to-Page or Reduction-by-Percentage options in the Scan settings. I found "Letter Portrait (8.5 x 11)" and "Entire Scan Area" options. I tried each one with the same result stated above. The "Custom Scan Size" option provided for selecting a specific Width and Length, which would have been 8.5 and 11, the same as had been previously used, therefore it was not tested.
I need all of the text on the sheet to show.

Thanks for getting back to me regarding this issue. I was only able to test with the Officejets Printer Status Report that has no margin on the left hand side and 'T' bars on the top and bottom of the page. The 'T' bars are used for alignment. Therefore, there is very little margin. In saying that, I am going to have you confirm that the page is being loaded correctly on the scanner glass.
Place the item with the print side down on the scanner glass, and then position it according to the engraved guides around the glass. Close the scanner lid.
If you have been loading the page correctly on the scanner glass to no avail, I would strongly recommend at this time that you contact our Technical Support queue by phone to resolve this issue. Through our phone support you will have the option of doing a remote session with the agent which, with your permission, would allow the the agent to go through the scanning process with you and view what occurs on your computer. It will be much easier for testing and troubleshooting purposes for this specific issue.

Welcome to the HP Support Forums!
I would like to assist you today with scanning the 8.5 x 11 inch sheet on your HP Officejet 5740 e-All-in-One Printer successfully without cutting off portions of the text. To resolve this issue I did some testing of my own on the Officejet 5740 printer I have here, and the following are my findings.
First, I checked into the specifications of your printer. I found that the maximum scan size through the automatic document feeder on your machine is 8.5 x 14 inches. The maximum scan size for the flatbed is 8.5 x 11.7 inches. After finding this information I performed scan tests through both the automatic document feeder and flatbed to verify if there was a significant difference in the settings.
- Test 1: I chose the Save as PDF option. I set the Scan Size to Entire Scan Area and loaded the letter size sheet of paper in the automatic document feeder.
This image had a lot of blank space at the bottom and top of the sheet to account for the 8.50 x 14 inch scan size.
- Test 2: I chose the Save as PDF option. I set the Scan Size to Entire Scan Area and loaded the letter size sheet of paper on the flatbed.
There is a bit of blank space at the bottom of the sheet.
- Test 3: I then ran the scan tests for the 'Save as PDF' option with the Scan Size set to letter for both the automatic document feeder and the flatbed. Both tests came out almost identical.
At no time were the margins changed to cut off the text on the report.
This got me thinking that perhaps a setting conflict was occuring that was causing the text on your scanned image to crop down to a size.
If you open the HP Scan software on your computer and click Advanced Settings on the bottom left, please make sure that the Auto Crop option is not selected.
Once Auto Crop has been disabled, please click OK and perform your scan again. I found that when I ran the same test scan with Auto Crop enabled the margins were cut off. In regards to a Fit-To-Page option, there is no such setting within the software.
Please respond to this post with the result of checking your scan settings. Should the issue persist, can you please clarify if you're scanning through the flatbed, or the automatic document feeder on your product. I look forward to hearing from you! 🙂

I use ONLY the flatbed for scanning and copying.
The Auto Crop option was NEVER selected.
The type of text on the sheet you used for scanning has normal margins, therefore the text may not get cut off because it never reaches the sheet's edges.
The goverment form I used has text nearly touching all of the sheet's edges, which may be the reason it gets cut off, but there is no explanation for the bottom 1.5" to get cut off.
The problem persists.

The problem I had was caused by my not positioning the sheet according to the one engraved guide around the glass.
The scan now shows all of the text on the sheet.
