I have been having trouble printing with my HP Envy 6200 All in one printer, and I noticed this loose strip of paper attached to the ink cartridge carrier piece. What is it and where should it be?

That paper is actually a flat flexible cable (FFC) and is likely a communication cable for the printhead. You will need to find the connector it plugs into and reattach if possible. The connector will be small rectangle with a slot in the middle the cable plugs into. The cables normally have little to no excess so the length the cable can reach is a good indicator of where to look for the connector.
