Good afternoon-
I've been trying to print a pdf file in the size of 13 x 19 using HP Officejet 7610 and Windows 10, but in the view screen it doesn't show file printing the entire page. The printer app in Windows doesn't even give the option to scale. So then I tried to print directly from Adobe...still no luck. If anyone knows how to get this to work, I'd greatly appreciate our input.

According to both the Specifications and the sub-routine files for this printer, the Officejet 7610 will print 13X19 inches:
- Select Media type "Plain Paper"
- Select Size "Super B (borderless)" or "A3+"
- Place paper in the Input tray (tray 1)
If you have not done so, install the Full Feature Software for your printer.

Install Full Feature Software – Printer
NOTE: If the computer has been recently migrated to Windows 10 or if you need to re-install the printer software:
- Create a Restore Point >
- Download a fresh copy of the Full Feature software >
- Remove any existing printer software from Programs and Features / Apps and Features / All Apps >
- Restart the computer and log in >
- Install Full Feature Software (find in your Downloads folder > Double-Click on the file) >
- Restart the computer and log in to finish the installation

If you have not done so, install / Update Adobe Reader DC.
Reinstall / Update your PDF Reader (Adobe Reader DC / Foxit)
The following may be helpful in context:
Example - basic 1 sided print on plain paper
Open the document in Adobe Reader DC >
File > Print >
Under Page Sizing and Handling:
Select Size > and adjust parameters
Click Properties > tab Paper / Quality >
Paper Source: Tray 1
Media: Plain Paper >
OK
Page Setup >
Size: Select paper size Super B or A3+
Source: Tray 1 >
Orientation as desired >
OK
If you wish to test the output, you might select to print just the first page (in Pages to Print).
Select / Click Print

You did not mention you are using ePrint. "Different kettle of fish."
You are likely restricted to Letter or A4 size paper for documents.

I guess I don't understand the difference or how I chose (or it chose me) eprint etc. I just installed the software and followed the instructions. The printer HP Officejet 7610 shows an icon on my desktop, put in the printer menu it says it's unavailable...won't let me add it. I'm so confused.

Not sure -- perhaps the printer (Officejet 7610) is not the "default" printer device.

Selecting "Fit" forces the object to be printed into the confines of the shape of the selected paper.
The "image not filling the page" might be due to the native shape of the image not fitting the precise shape of the 13X19 paper. This is the Aspect Ratio.
Selecting "Fit" forces the image onto the selected paper size, hence the 84% of "actual".
Aspect Ratio: The ratio of the width to the height of an image or screen

When you are able to select the Printer (and not ePrint), you should see a more standard "Properties" menu.
Check to ensure the printer is the "default printing device".
