Welcome to the HP Forums!
I understand that you are having trouble printing 4x6 photos on your HP Deskjet 2540 on Windows 8.1. I am happy to help!
Are you using Genuine HP Ink Cartridges, or refills?
Are any if your Ink Cartridges empty or low?
In the meantime please, try the steps within this guide, Print Photos Saved on Your Computer (Windows), and also double-check the paper is being loaded in properly, by using this guide, Loading Paper, Photo Paper, and Envelopes for the HP Deskjet 1510, 2540, and 2545 Printers.
I would also suggest to try our HP Print and Scan Doctor, and to let me know what happens!
