This document addresses how to get solution center, for each version of Windows:

I was a support engineer for HP.
If the advice resolved the situation, please mark it as a solution. Thank you.

Hello 007OHMSS,
There seems to be a major recurring problem that is causing so many requests for help related to the seemingly simple issue of installing All-In-One printer driver software.
If you are an Expert, maybe you can get HP to do something to address what I suspect is a larger problem that I encountered after I upgraded to a Windows 7 computer, when I first tried to download the driver package for my older printer.
I could not accomplish a 'Full (or Complete) Installation'.
I suspect that my difficulty stemed from my initially having received, and having tried to install, a partial download (and I further suspect that this is happening to others fairly often).
After Googling the HP error message, I found an HP Forum page under the heading 'Device Setup Failed to Complete' (I don't have the complete URL, but I did once try to post this URL, earlier).
The HP instruction guide presented a sequence of potential fixes,
The fourth trial worked for me.
This fix involved removal of all driver software, followed by a reboot.
The critical step was then to locate file %TEMP% and to delete (virtually) the entire contents, and then reboot.
I made certain to see that the next driver download processed to completion, and then I did a standard install execution.
I suspect that my first attempt had placed corrupt files into %TEMP% which blocked subsequent attempts to install non-corrupt software.
Finally, though the install process took a relatively long time, I eventually received a message that it was completed.
Anecdotally, when I tried to to remove the HP driver software from my Auto-Start file (to speed up my computer) the HP printer control features would not start when prompted from my desktop.
I had to go through this install process, once again, and then leave the software alone.
I am pleased with the software, though it isn't as intuitive as the program that it repalced.
Bottom Line: I suspect that many other people are having a lot of trouble with the install of driver software because of similar contamination in their %TEMP% folder; not because they don't know how to find their driver, or to initiate a standard install command.
Some people have given me feedback that this (above) procedure did fix their problem, but I have no statistics on this.
I believe I am getting a surprising number of identical requests for an apparent difficulty that I think anyone with a computer should know how to handle, i.e., if there was not something deeper going on!
Good luck.

I get a message when I open the HP Solution Center that reads:
"HP SOlution Center cannot run because your device installation is not complete. Please plug in the USB cable or re-reun the setup program from the installation CD. If this does not complete the installation, or you do not have the CD, access the HP help files by clicking the Start menu"
This only happen when I open the solution center. I have no trouble printing. I'm trying to scan, but Center won't open.
I have connected the printer to my computer, but it just tries to regisiter a "Copy" printer, which then doesn't seem to want to connect to the printer wirelessly. What's going on? Printer worked fine for years, and this just started today.

I just posted this a few days ago.
It sounds like you are having the same problem that I did.
If you cannot locate the link to the HPForum Page that addresses this issue, try Googling: 'Device Setup Failed to Complete' Message Displays on the Computer

Hi!
I have problems with my HP printer. I have a F4180 all-in-one HP printer and I recently bought a PC with Windows 8, and I cannot manage to download the HP Solution Center to scan documents! I have tried from Firefox and from Chrome, at different times of day and night, read all posts and deleted TEMP files, and nothing -I always get an error message that only says that the downloading has been cancelled.
And if I use the CD, I get a message that says the OS is not compatible with the setup file...
What else can I do? I need to scan some documents urgently!
Best,
Patricia

Just a guess, here; but, since the problem is unlikely to be related to any specific browser or to be Windows8-related (except, see underlined, below), and your error message doesn't indicated the lacking of a Complete Installation, maybe your Internet Security is set too high. For the purpose of this downloading, you may have to go to Internet Settings or Internet Options and readjust the level of security to Medium. (In my opinion, this level of security should be generally OK, unless you are going to a lot of sites that, well, you probably do know better!)
Try the download again (and be sure to check the bottom of the screen to see if Windows 8 is asking for your permission to go ahead with the download. If so, check OK. This feature was first put in on Windows 7, so if you're not expecting to see it, that could be the problem.)
Good luck.

Hi Patricia,
1- Are you experienced with Windows 7 or Windows 8?
2- When you start the HP download, or any download, I'm pretty sure Windows 8 will put a message on your screen asking if it you permit the download. You MUST click, "Yes".
3- This menu box is usually along the bottom of your monitor screen; maybe you don't notice it?.
4- You must give Windows permission to start the download or your download request will eventually time out.
5- Are you sure that this isn't what's happening? That is, "Are you sure you are seeing this important step and answering it?
6- WinXP did not have such a step, so I'm thinking maybe you just changed from WinXP to Win 8 and you don't know that you now need to do this extra step to start ANY download. Otherwise, downloads are usually pretty straight-forward.
7- I'm also surprised that your printer installation disk apparently doesn't support Windows 8. Is it a very old printer?
Sorry, this is all I can come up with.
Henry
