Thank you, but this solution was unsuccessful for me, unfortunately. In my case, your theory of an errant fax signal would not apply as this device has never been connected to a phone line. However, pulling the cartridge does afford me a few short seconds to traverse the onscreen menus before the device resets itself again. I'll see if there's any hope of quickly intiiating some other type of reset within the config menus that might end this annoying, endless, debilitating loop.

Awesome, that fixed the initializing loop error. Thank you. Now, should I attempt to update the firmware or leave it as is? I can send faxes now, but it doesn't seem to be printing the fax report to let me know it transmitted successfully.

I'm pretty sure the only possible fix (at least in my case) is a board level reprograming because the USB interface needs to be updated at the hardware level. Doing anything else is like trying to teach deaf people to speak by talking to them.

The HP Tech I spoke to over the phone seemed to be very knowledgeable. He assured me that installing new firmware would not fix my problem. Most firmware isn't critical and I don't think it is a major concern.
Clearing out the saved faxes on my device through the set up menus solved my problem. Also, check you phone/fax line, cables, etc. In my case I have a fax line that connects directly to the m1212 and I needed to have my phone line repaired.

If you pull the cartridge (or perhaps even just open the hatch to get to it), the screen will eventually read "Door Open" at which point you have several seconds to move through the menus. However, it seems any procedure you attempt to initiate takes so long to start up that the eventual boot-loop simply cancels it out and undoes any changes. This has been my experience at least.
Still nothing. Device still useless. Still no comment from HP in this thread or any insight whatsoever as to what we can do. I think the theory that this problem will require flashing the board itself is probably accurate as any and every maintenance procedure at the consumer level has been effectively disabled.
