Deskjet printer D4360; windows/vista 32bit; requesting input/solution for/about "print cartridge error (electrical failed pen)".  occured during new ink cartridge placement. due research: have cleaned contacts of cartridge (distilled water w/lint-free linen & reseated cartridge. problem persists

Which cartridge was replaced? Make sure that the printer is plugged directly into the wall outlet to ensure that the printer is getting enough power to function properly. Take the cartridge out and inspect the chute. Do you see any differences between the two chutes like a missing metal prong or debris in one that is not in the other chute? Since you have cleaned and inspected the cartridges already, I would then try the following reset to the printer. No user settings are lost with this reset and it attempt to restore the printer to a known working condition and clear the error message.

To do that reset:
1.Take both cartridges out of the printer and close the access door.
2. While printer is on, disconnect power cord from the rear of the printer. Then unplug cord from the wall outlet
3. Wait at least 30 seconds
4. Plug power cord back into wall outlet and then back into the printer
5. Wait for the machine to start up. Once it recognizes that the the cartridges are missing, place them back in one at time.

A perfect solution!  I tried this after going through the rigamarole on cleaning the contacts with distilled water and cotton swabs.  That didn't work, but your solution was excellent.
