This message means the printer cannot communicate with HP Services/Web Services over the internet. HP Instant Ink printers require an active internet connection with Web Services enabled. If the printer stays disconnected for an extended period, printing can stop until the connection is restored. USB-only connection does not support Web Services.
Possible reasons
- The printer is not connected to the internet
- Web Services is off or needs to be restarted
- There is a temporary HP server issue
- The printer, router, or connected device needs a restart
- The printer may need a firmware update
- For newer printers, setup issues can often be resolved by completing setup with the HP app from 123.hp.com
- Instant Ink also requires the printer to be enrolled in an active Instant Ink plan and connected to the internet with Web Services enabled
Troubleshooting steps
1) Confirm the printer is connected properly
- Make sure the printer is connected to your network router using Wi-Fi or Ethernet
- Make sure your internet connection is active
- If the printer is connected only by USB, Web Services will not work
2) Check Web Services in the printer Embedded Web Server (EWS)
Use the printer’s Embedded Web Server to verify Web Services status.
- Make sure the printer is on the network and connected to the internet
- Open the HP printer Embedded Web Server (EWS) using the printer’s address
- Click the Web Services tab
- If prompted:
- For HP LaserJet only, username is admin
- Enter the printer PIN from the printer label inside the cartridge access area or printer door
- Check what appears:
- If a summary screen appears, Web Services is enabled
- If a setup screen appears, click Continue or Enable, then follow the prompts to turn on Web Services
3) Restart Web Services
If Web Services appears enabled but the printer still shows the error:
- Open the EWS
- Go to the Web Services tab
- If a summary page appears, click Remove Web Services or Reset Web Services
- Follow the prompts to turn Web Services off
- Then enable Web Services again by clicking Continue or Enable
- Wait for the Web Services summary page to appear
For many printers released before 2020, enabling Web Services can also print an information page with a claim code.
4) Restart your devices
HP recommends restarting to clear connection errors:
- Turn the printer off and on
- Restart the network router
- Restart the computer or mobile device used with the printer
5) Check for firmware updates
HP notes that Web Services may require a printer firmware update. Update the printer firmware, then try Web Services/Instant Ink again.
6) Complete setup with the HP app
For HP+ printers and printers released after 2020, HP recommends going to 123.hp.com and setting up the printer with the HP app to help resolve web-based service setup issues.
Your OfficeJet Pro 8030 setup document also directs you to 123.hp.com for the latest printer software.
7) Verify your Instant Ink account and enrollment
HP says replacement and service features require:
- An active Instant Ink account
- The printer to be connected to the internet
- Web Services enabled
If needed:
- Sign in to your HP Instant Ink account
- Check for any banner messages about account or connection errors
- Confirm the printer/account is active
Model-specific note for the 8030 series
For the HP OfficeJet Pro 8030 series, HP setup guidance says:
- Do not connect USB during initial setup until instructed by software
- Download/install the latest software from 123.hp.com
