I've installed the HP printer software many times, but have recently uninstalled, but it now falls over as I try to reinstall. Printer works, but can't scan

Welcome to the HP Support Community. I'd be happy to assist you with the printer driver.
Download and install HP Print and Scan Doctor, it is a Windows tool to fix printer issues.
If the issue still persists, try re-installing the printer driver -
1. In the search box, type and open "Uninstall a Program".
2. Look for HP Printer software.
3. Right-click to uninstall.
4. In the search box, type and open “Devices and printers”.
5. In the Devices and Printers, look for your HP printer. If you see it listed right-click on it and choose “Delete” or “Remove Device”.
6. Open the run command with the "Windows key + R" key combo.
7. Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”).
8. Click on the "Drivers" tab.
9. Look for HP Printer driver. If you see it Click on it and click “Remove” at the bottom.
10. Select Ok.
11. Select Apply and Ok on the Print Server Properties windows.
12. Close Devices and Printers Once the software and drivers are removed.
13. Restart the computer.
14. Download and install the software and drivers from here.
15. Click on the downloaded file and follow the on-screen instructions.

Hi
I followed the above instructions. I have installed HP solutions printer suite many times on a Windows 10 OS, but now I get a critical error during installation, on the same laptop on which it's always worked. Please help.

Please try these steps -
1) Right-click on the Start or the Windows icon and open run.
2) In the Run box, type %temp% and hit on "Ok". This will open the "Temp" folder.
3) Select "Date Modified" to "Today" and look for a 7z.... folder.
4) Open the folder and look for a .msi file.
5) Right click on it to install.
Try running the downloaded file in compatibility mode. Once the driver is downloaded, right click on the download in the browser and then click on "Show in folder". Right click on "Properties" and then click on the "Compatibility" tab. Select, "Run this compatibility mode for:" - Windows Vista. Also, check the box for "Run this program as an administrator".

@Smitty10 Here's what I recommend you do:
I recommend you delete the driver at the root level and retry, follow the steps below:
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose `Delete' or `Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between "printui.exe" and "/s")
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
Then, Click here to access the HP website, find the drivers compatible with your windows and install it.
If the issue persists, please go ahead and install the windows built-in drivers:
If a full feature driver from HP is not available for your printer, you must install the built-in print driver. A full feature driver for one or more Windows versions is not available for your printer, either from the CD that shipped with your printer or from the HP website.
NOTE:
Where is the download button? The HP print driver is built into the Windows operating system or is installed through the Windows Update feature on your computer. You do not need to download anything from a website in order to print, scan, or fax.

So far, no joy. The chat support tech and the warranty telephone support tech who chat connected me with, both worked on this for ~75 minutes each without success. They both tried deleting all HP drivers & software at the root and reinstalling the driver multiple times, with no success. They believe it may be a Microsoft Windows 10 1909 upgrade problem beyond HP's control.
It is a puzzler as the 7740's scan function works perfectly, though it is only visible via wireless, not USB (which is how it was connected prior to this issue), or Ethernet.
Since working with the HP techs last evening, I uninstalled the 1909 upgrade, updated the PC's firmware, and tried deleting & installing the driver again...still not printing , "Driver not available". Next is to restore Windows to a pre-1909 update date. Wish me luck.

@Smitty10 Good luck, that said, do check the windows built-in drivers as well, as mentioned in the last link I shared and let me know how that pans out!

@Jefner, Welcome to the HP Support Community!
There are no printer drivers available for OS X 10.8 on the HP Support site. You should have OS X 10.9 or later. HP ENVY 5030 All-in-One Printer is AirPrint enabled. Let us try installing the printer using AirPrint driver.
Please ensure that the printer is up to date with its firmware and Mac is up to date with its software. If you are unsure you may use the links below to update the printer firmware and Mac software:
1.) Click the Apple menu, click System Preferences, and then click Print & Scan or Printers & Scanners.
2.) Check if your printer name displays in the Printers list, If your printer is listed, click the printer name, click the minus sign to delete the printer.
3.) If you see multiple printer queues for the same printer, remove all extra printers by selecting them one at a time, and then clicking the minus button at the bottom of the list.
4.) Click the plus sign, click Add Printer or Scanner, click the printer name.
5.) Click the Use or Print Using menu, select AirPrint in the pop-up menu. Then click Add.
6.) Try to print.

You may install the printer using AirPrint driver on your macOS 10.15 Catalina. The steps are the same as mentioned in my previous post.

Open the HP Smart app, and then follow the instructions to add your printer. Click the Scan tile Upsers.

I have had this problem with suddenly not able to use the scanner on my HP OfficeJet 8610. It started with the Windows update to 1903. I was on the phone with tech support last night. They acknowledged that the Windows update caused the problem. For reasons the tech didn't understand, the windows operating system won't allow the scanner drivers to be installed. He went through a lot of steps deleting drivers and then reinstalling drivers which resolved the problem. Don't ask me to repeat the steps. He worked too fast for me to document every single step. I am finally able to use the HP 8610 software and able to access the scanner.
However, I had this problem with two Windows PCs. He fixed it on my HP Elite desktop and also tried to fix it on my Dell Inspiron PC but was unsuccessful with the Dell. There was nothing further he could do for me with the Dell. So it is fixable on some PCs but not all

Have installed driver several times on My HP Pro 6400. Printer works fine. Scanner will scan to paper copy but cannot get it to scan to my computer. Please help.

If your using Windows 10, go to Settings > Updates and Security > click on "View Optional Updates" > Driver Updates. There should have the option to select the following:
"Hewlettj-Parckard - Other hardware, Printer - Null Print - HP Officejet Pro 8610"
