It sounds like your HP Envy Photo 7134 is encountering some issues with booting up properly. Here are a few steps you can try to troubleshoot the problem:

Restart the Printer: Sometimes, a simple restart can resolve the issue. Turn off the printer, wait for a few minutes, and then turn it back on.

Check Connections: Ensure that all cables, including power and data cables, are securely connected to the printer and the power source.

Remove External Devices: Disconnect any external devices, such as USB drives or memory cards, from the printer.

Perform a Power Reset: Turn off the printer, disconnect the power cord from the back, and from the wall outlet. Wait for about 60 seconds, then plug the power cord back in and turn on the printer.

Update Firmware: Check if there are any firmware updates available for your printer on the HP support website. Updating the firmware may resolve the issue.

Factory Reset: If none of the above steps work, you may need to perform a factory reset on your printer. Be aware that this will erase any custom settings you have configured on the printer.
