Product: Samsung ProXpress SL-C4062FX Color Laser Multifunction Printer

Where can I download HDD Recovery software for Samsung printers... it used to be 

ftp://ftp.hp.com/pub/softlib/software13/printers/ss but no longer works??

Due to security concerns, HP locked down the FTP server which prevents browsing. You need the exact link for that file. I have escalated your post to the moderators in hopes they can supply the needed link.
