@ttytgnhmjjj, Welcome to HP Support Community,
Thank you for posting your query; I’m here to help by guiding you through steps to resolve this issue
To utilize the scanning functions of your HP printer via the HP App without using location services, follow these steps:
Download HP App:
- If you haven't already, download and install the HP App from the Microsoft Store.
Open HP App:
- Launch the HP App on your Windows 11 PC.
Add Printer Manually:
- In the HP App, look for a "+" icon, usually located at the top of the app interface.
- Click on the "+" icon to add a new printer.
- Since your printer is already connected via USB, the app should detect it. If it doesn't automatically appear, you can manually select it from the list of available devices.
Connect without Location Services:
- Typically, location services are used when connecting a printer over Wi-Fi. Since your connection is via USB, you shouldn't need to enable location services for the app to detect your printer.
Enable Scanning Functionality:
- Once the printer is added, you should see options to access various printer functions, including scanning.
- Select the scanning option to start utilizing the scanning capabilities of your printer.
Troubleshoot if Necessary:
- If the printer is still not showing up in the HP App, ensure that all software updates for Windows 11 and the HP App are installed.
- Restart your computer and relaunch the HP App if issues persist.
I hope this helps.
Please feel free to reply here if you have any questions or if you need further clarification on any of the steps.
Take care and have a good day.

Garp,
I am using HP Smart, not HP App on a Windows 11 PC. I believe HP App is replacing HP Smart but I don't know how to get it. When I search for it in Microsoft Store it is not there.
In HP Smart App, I do not see an option to select the printer from list of available devices.
Thanks,
TT

Hi @ttytgnhmjjjl,
@Garp_senchau is away at the moment and I'll be assisting you further.
Thank you for the update, and I understand the confusion between HP Smart and the new HP App. I’ll help you get your scanner working on your Windows 11 PC without needing to turn on location services.
Since you’re still using HP Smart, please try the following steps:
Confirm the printer is installed in Windows:
Go to Start → Settings → Bluetooth & devices → Printers & scanners.
Make sure your printer (connected via USB) appears here.
If it’s missing, click Add device and follow the prompts.
Make sure you have the full printer driver:
Go to HP Software & Drivers and download/install the Full Feature Software and Drivers for your printer model.
This ensures the scanner functions are enabled.
Use HP Smart in USB mode:
Open HP Smart.
Click the “+” (Add Printer).
If prompted to enable location, select “Skip” or “Continue without location” (this option appears if a USB printer is detected).
Your printer should show up under USB devices. Select it to add.
Check for Windows updates:
Go to Start → Settings → Windows Update and install any pending updates.
Restart your PC.
Try the new HP App:
The HP App is gradually replacing HP Smart in Windows 11.
If it’s not yet available in the Microsoft Store in your region, continue using HP Smart as above.
HP will automatically roll out the new app over time.
If after these steps the printer still does not appear in HP Smart:
Unplug the USB cable, close HP Smart, plug the USB cable back in, and relaunch HP Smart.
Ensure you are using a direct USB connection (not a hub).
Try a different USB port on the PC.
I hope this helps.

The printer works and the scanner works with other apps. The problem is with the HP Smart app. It is unable to locate my USB printer and does not give an option to manually select from available printers. I have wasted too much time trying to make the HP Smart app work. The app is not very smart.
