I cannot download the HP smart app because it requires iOS 11 or higher. I have old iPad with iOS 10.3.3 and need app to print with WiFi.

HP Smart App does require iOS 11 and higher. You can try printing using Airprint

 

Make sure that your iOS device and your printer are connected to the same Wi-Fi network and that you're within range.
