Can I use my HP 8035 to send a fax without a phone line from my Mac computer? I scanned a document and then hit print and then chose the fax option and put in a number and it did not work. Tried the HP test fax number and that did not work either

No, you printer is provided with analog fax capabilities and require a phone line connection:

You may check the FAQs section regarding wireless faxing, to enable the mobile fax feature within the HP Smart app, currently the service is offered as a free trial plan for unknown period, but will require payment in the future (no payment details are needed till any pricing will become available in the future.
